Sorry Peter, but I disagree. A penalty inside the 22 is almost a sure 3 points while outside the 22 the probabilities are diminishing. The defending team will be more willing to make more penalties in that area where the damage is less severe , and inside the 22 is exactly the place where the defending team should be more careful of making penalties.
